Dr. Paul Blacharski - Born and raised in San Bernardino, he attended Syracuse University where he earned a B.S. degree in Electrical Engineering/Biosystems and a Master’s degree in Mechanical Engineering. He received his M.D. degree at Loma Linda University. His internship was served at the Naval Hospital in San Diego where he also completed a residency in ophthalmology.
While serving as an officer in the U.S. Navy, Dr. Blacharski furthered his training as an ophthalmologist with several fellowships: a retinal vascular disease fellowship at Johns Hopkins University Hospital in Baltimore, a vitreoretinal surgery fellowship at Johns Hopkins, an ocular oncology fellowship at Wills Eye Hospital in Philadelphia and a vitreoretinal surgery fellowship at the University of Tennessee in Memphis.
Dr Blacharski has been in medical practice in the Inland Empire since 1988 where he has specialized in medical and surgical diseases of the retina and vitreous. He established his private practice in 1998.

Dr. Theodore Lin - Born in Boston, Massachusetts and raised in Redlands, California, Dr. Lin received his BS in Biology from University of California, Los Angeles. He received his MD from University of Michigan Medical School, and also finished his Transitional Internship in Michigan at Oakwood Hospital. He moved to Chicago, Illinois where he completed his Ophthalmology Residency program. In June 2009 he accomplished his Vitreoretinal Fellowship at the University of Chicago Illinois, and became Board Certified. He has returned to California to practice as an Associate MD with Inland Valley Retina.
Dr. Lin has been involved in multiple clinical trial investigations for new medications that treat diabetic retinopathy and macular degeneration. He has been published in scientific literature and has presented posters at Ophthalmological meetings.
Dr. Lin is delighted to have returned to Southern California where he will be closer to his family. In his free time, Dr. Lin is a sports enthusiast; especially triathlons, tennis, basketball, and golf.
Dr. Lin is available for consultation and treatment in all areas of medical and surgical vitreo-retinal disease. His surgical interests include the management of macular degeneration, retinal detachments, and diabetic retinopathy. He is versed in the most recent technological advances in vitreo-retinal surgery.
Dr. William Berwyn Smith - is a California native and Temecula resident and a practicing Ophthalmologist since 1982. Dr. Smith obtained his medical degree and completed his Ophthalmology residency at Loma Linda University Medical Center. Dr. Smith owns and practices Ophthalmology at Temecula Eye Medical Center in Temecula. At Inland Valley Surgery Center he performs Cataract Extractions with Intraoccular Lens Implants and Yag Laser.
